The Politics of the European Budgetary Process: Aaron Wildavsky and the EU Budget

In his landmark work on public budgeting, The Politics of the Budgetary Process, Aaron Wildavsky advanced the theory that budgeting develops incrementally and that, over time, stable patterns of interaction emerge between the participants in the budgetary process. He insisted on the inextricable link between the budgetary process and the political system; major reform of one has consequences for the other. This article seeks to apply Wildavsky’s ideas to EU budgeting. It finds that the core EU budgetary process, centred on the annual budget and the multiannual financial framework, conforms quite well to Wildavsky’s expectations. However, in response to multiple crises, a ‘galaxy’ of extra-budgetary funds and instruments has emerged around the core EU budget. Here, budgeting is ad hoc and non-incremental. In effect, a stable core is surrounded by a zone of budgetary flux, reflecting a dynamically evolving EU that is continuously adapting to new policy challenges.

Dans son ouvrage de référence sur la budgétisation de l’État, The Politics of the Budgetary Process, Aaron Wildavsky a avancé la théorie selon laquelle la budgétisation se développe progressivement et que, au fil du temps, des modèles stables d’interaction émergent entre les participants au processus budgétaire. Il a insisté sur le lien inextricable entre le processus budgétaire et le système politique; une réforme majeure de l’un a des conséquences sur l’autre. L’objectif de cet article est d’appliquer les idées de Wildavsky à la budgétisation de l’UE. Il constateque le processus budgétaire central de l’UE, portant sur le budget annuel et le cadre financier pluriannuel, se conforme assez bien aux attentes de Wildavsky. Cependant, en réponse à de multiples crises, une ‘galaxie’ de fonds et d’instruments extrabudgétaires est apparue autour du budget central de l’UE. Ici, la budgétisation est ad hoc et non incrémentale. En effet, un noyau stable est entouré d’une zone de flux budgétaire, reflétant une UE en évolution dynamique qui s’adapte continuellement aux nouveaux défis politiques.
