Gesetz über die Postsparbank und Verletzung der Verfassung von 1910

The constitutional period in Bosnia and Herzegovina began in 1910 with the adoption of the national constitution and continued until the outbreak of the First World War in 1914. During that time, the many different political groups expressed their varying opinions concerning the state importance. Besides this, there was a growing emphasis concerning different ideas in regard to national and denominational affiliations. The events in Parliament frequently reflected current political situations in the country. Political upheavals and contradictions were skillfully used by the government and the joint Ministry of Finance in order to enhance and gain profit for Austrian-Hungarian interests. In this work, the author analyzes the question of infringement of the national constitution by the adoption of the Postal Savings Bank law (Postsparkasse).
Die konstitutionelle Periode in Bosnien und Herzegowina begann 1910 mit der Verabschiedung der Staatsverfassung und dauerte bis zum Ausbruch des Ersten Weltkriegs 1914. Es war auch die Zeit, in der politische Gruppierungen unterschiedliche Standpunkte zu Fragen von staatlicher Bedeutung zum Ausdruck brachten. Hinzu kommt eine Intensivierung der nationalen und konfessionellen Beziehungen. Die Veranstaltungen im Parlament spiegelten oft die politische Situation im Land wider. In der Praxis wurden solche politischen Widersprüche von der Landesregierung und dem gemeinsamen Finanzministerium sehr geschickt zur Wahrung österreichisch-ungarischer Interessen genutzt. In der Arbeit analysiert der Autor die Frage der Verletzung der nationalen Verfassung bei der Verabschiedung des Gesetzes über die Postsparkasse.
