This publication features the proceedings of an International Conference in memory of Professor Phaedon Vegleris that was organised in May 2006 by the European Public Law Center (now European Public Law Organization), under the auspices of the Hellenic Ministry of Interior. The theme of Constitutional Reform is addressed under the following topics: Current tendencies in the control of constitutionality; the control of constitutionality in the new democracies; the guarantees of independence and impartiality of the public administration; the efficiency of the control of the State budget; the organisation of an independent judiciary; and environment, sustainable development and spatial planning. Finally, the book includes a number of interventions on the mentioned topics, as well as the final conclusions of the Conference.
