The Basic Law was amended in 2019 in order to reform the federal financial relations. The German Federal Constitutional Court has decided that it may apply the EU Charter of Fundamental Rights if a judgement based on provisions fully determined by EU law is examined. In the field of state organisation the court has abolished a rule excluding all persons under custody from the right to vote in federal elections. Decisions in the field of human rights are reported concerning the unequal calculation of the real property tax, the application of the right of equal treatment on a stadium ban, the conditions of fixed-term contracts, the prohibition of strikes of civil servants, the contributions for public broadcasting, the belt fixation of patients in psychiatric clinics, the automated registration of license plates and sanctions concerning social benefits securing subsistence.
La Loi fondamentale a été modifiée en 2019 afin de réformer les relations financières fédérales. La Cour constitutionnelle fédérale allemande a décidé qu’elle pouvait appliquer la Charte des droits fondamentaux de l’UE en cas d’examen d’un jugement fondé sur des dispositions entièrement déterminées par le droit de l’UE. Dans le domaine de l’organisation de l’Etat, la Cour a aboli une règle excluant toutes les personnes en détention du droit de vote aux élections fédérales. La chronique mentionne des décisions dans le domaine des droits de l’homme concernant le calcul inégal de l’impôt foncier, l’application à une interdiction de stade du droit à l’égalité de traitement, les conditions des contrats à durée déterminée, l’interdiction de la grève pour les fonctionnaires, les redevances pour la radiodiffusion publique, la fixation des patients dans les cliniques psychiatriques, l’enregistrement automatisé des plaques d’immatriculation et les sanctions concernant les prestations sociales assurant la subsistance.
Das Grundgesetz wurde im Jahr 2019 geändert, um die föderalen Finanzbeziehungen zu reformieren. Das Bundesverfassungsgericht hat entschieden, dass es Gerichtsurteile am Maßstab der EU-Grundrechtecharta prüfen kann, wenn sie vollständig durch EU determinierte Vorschriften anwenden. Im Bereich der Staatsorganisation wurde der generelle Ausschluss betreuter Personen vom Wahlrecht zum Bundestag verworfen. Im Bereich der Grundrechte betrafen die Entscheidungen des Bundesverfassungsgerichts die Gleichheitswidrigkeit der Berechnung der Grundsteuer, die Anwendung des Gleichheitssatzes auf Stadionverbote, die Zulässigkeit der Befristung von Arbeitsverhältnissen, das Streikverbot für Beamte, die Finanzierung des öffentlich-rechtlichen Rundfunks, die Fixierung von Patienten in psychiatrischen Kliniken, die automatisierte Kfz-Kennzeichenkontrolle und die Zulässigkeit von Sanktionen bei existenzsichernden Leistungen im Sozialrecht.
