Public Transportation in the Era of the Sharing Economy:
Towards a Reconceptualization of Urban Mobility

This article aims at sheding light upon the advent of the sharing economy in the field of urban transportation in Europe, in order to address some proposals for a coherent legal design of such new initiatives. However, to date, European regulators have not been especially innovative in responding to the emergence of such initiatives, as Uber and other apps. As a result, it is crucial to investigate to what extent the sharing economy might enforce the improvement of the transportation sector, as well as the quality of urban life; in this sense, understanding its effectiveness to contribute to European policies for the reduction of pollution and road congestion, as well as for the implementation of smart cities becomes decisive.

Cet article vise à mettre en lumière l’avènement de l’économie de partage dans le domaine du transport urbain en Europe, afin d’aborder certaines propositions pour une conception juridique cohérente de ces nouvelles initiatives. Cependant, à ce jour, les régulateurs européens n’ont pas été particulièrement innovants pour répondre à l’émergence de telles initiatives, comme Uber et autres applications. En conséquence, il est crucial d’étudier dans quelle mesure l’économie de partage pourrait imposer l’amélioration du secteur des transports, ainsi que la qualité de la vie urbaine; en ce sens, il devient décisif de comprendre son efficacité pour contribuer aux politiques européennes de réduction de la pollution et de la congestion routière, ainsi que pour la mise en œuvre de villes intelligentes.
