From the Paris Principles and the Edinburgh Declaration
to the Sustainable Development Goals

The Ukrainian Parliament Commissioner for Human Rights is an independent constitutional institution, since 1997 authorised to exercise parliamentary control over the observance of constitutional rights and freedoms of an individual and a citizen, to protect the rights of everyone within the territory of Ukraine and its jurisdiction. It is recognised by citizens, national stakeholders and the GANHRI. The Commissioner works on the basis of international and European human rights law and the Paris Principles to meet the challenges of the human rights promotion and protection as a state non-judicial mechanism of providing remedies in case of human rights abuse and violation. Despite different factors of political, economic and social nature as well as internal problems, it strives for and implements developments. In October 2019 it was for the third time re-accredited with “A status” as fully compliant with the Paris Principles. The Commissioner’s recent developments are conditioned by the Edinburgh Declaration, UN Guiding Principles on Business and Human Rights and the Sustainable Development Goals.
Le Commissaire aux droits de l’homme du Parlement ukrainien est une institution constitutionnelle indépendante, autorisée depuis 1997 à exercer un contrôle parlementaire sur le respect des droits et libertés constitutionnels de l’individu et du citoyen, à protéger les droits de chacun sur le territoire de l’Ukraine et dans sa juridiction. Il est reconnu par les citoyens, les parties prenantes nationales et le GANHRI. Le Commissaire travaille sur la base du droit international et européen des droits de l’homme et des Principes de Paris pour relever les défis de la promotion et de la protection des droits de l’homme en tant que mécanisme non judiciaire de l’Etat offrant des recours en cas de violation et d’abus des droits de l’homme. En dépit des différents facteurs de nature politique, économique et sociale ainsi que de problèmes internes, il s’efforce d’obtenir et de mettre en œuvre des progrès. En octobre 2019, il a été réaccrédité pour la troisième fois avec le “statut A” comme étant pleinement conforme aux Principes de Paris. Les développements récents du Commissaire sont conditionnés par la Déclaration d’Edimbourg, les Principes directeurs des Nations unies sur les entreprises et les droits de l’homme et les Objectifs de développement durable.
