The Spanish chronicle of Constitutional Law on the year 2007 reviews the most significant legal events of this period. Among them, the following can be pointed out: the holding of elections to the Parliaments of Asturias, Aragón, Cantabria, Castilla-La Mancha, Castilla and León, Balearic Islands, Canary Islands, Extremadura, Community of Madrid, Region of Murcia, La Rioja and Valencian Community; the still large legislative activity carried out by the Spanish Parliament with the adoption of 16 Organic Laws and 52 Acts; and the adoption of the new Statutes of Autonomy of Andalusia, Balearic Islands, Aragón and Castilla and León. Likewise, we must emphasize the holding of local government elections, where the Spanish Socialist Worker’s Party (PSOE) got 24.029 municipal councillors with 7.760.948 votes and the People’s Party (PP) got 23.350 municipal councillors with 7.916.075 votes. With regard to the legislation ruling the Constitutional Court, the adoption of the Organic Law 6/2007, of May 24, amending the Organic Law 2/1979, of October 3, must be pointed out. The High Court pronounced 265 Court Rulings during this period (100 less than in 2006), 35 of which were from the Court’s Plenary and 230 from the Chambers (139 from the First Chamber and 91 from the Second). The Constitutional Court Ruling 236/2007, of November 7, is also of interest, where it is recognised that the lawmaker cannot deprive foreigners who have not obtained the authorisation to stay or reside in Spain, of the rights of assembly and demonstration, of the right of association and of the right to organise.
La Crónica constitucional de España en 2007 repasa, como cada año, los sucesos más significativos acontecidos en este periodo, entre los que destacan los siguientes: la celebración de elecciones a los Parlamentos de Asturias, Aragón, Cantabria, Castilla-La Mancha Castilla y León, Illes Balears, Islas Canarias, Extremadura, Madrid, Murcia, La Rioja, Valencia; la continuación de la elevada actividad legislativa desarrollada por las Cortes Generales, con la aprobación de 16 Leyes Orgánicas y 52 leyes ordinarias; y la aprobación de los nuevos Estatutos de Autonomía de Andalucía, Illes Balears, Aragón y Castilla y León. Asimismo, destaca la celebración de las elecciones locales, en las que el PSOE obtuvo 24.029 concejales con 7.760.948 votos y el PP obtuvo 23.350 concejales con 7.916.075 votos. Con relación a la actividad del Tribunal Constitucional destaca la aprobación de la Ley Orgánica 6/2007, de 24 de mayo, por la que se modifica la Ley Orgánica 2/1979, de 3 de octubre, del Tribunal Constitucional. El Alto Tribunal dictó 265 Sentencias durante este periodo (100 menos que en 2006), de las cuales 35 fueron del Pleno y 230 de las Salas (139 la Sala Primera y 91 la Segunda). Asimismo, destaca la STC 236/2007, de 7 de noviembre, en la que se reconoce que el legislador no puede privar de los derechos de reunión y manifestación, de asociación y de sindicación a los extranjeros que no hayan obtenido la autorización de estancia o residencia en España.
