This chronicle is devoted to actual amendments of the administrative law occurred in the field of state antimonopoly control and in public and corporate procurement in 2016 in Russia. In the field of competition, different amendments to the Federal Law on the “Protection of the competition”, the Federal Law on the “Foundation of state regulation of trade activities in the Russian Federation” and to the Administrative Offences Code of the Russian Federation are analyzed. The main innovations and changes to the regulations on the contract system in public and corporate procurement are finally examined.
Cette chronique est consacrée aux amendements actuels en droit administratif dans le domaine du contrôle étatique antimonopoles et des marchés publics et privés en 2016 en Russie. En ce qui concerne la concurrence, sont analysés plusieurs amendements à la Loi fédérale sur la protection de la concurrence, à la Loi fédérale relative à la Fondation de réglementation étatique des activités commerciales dans la Fédération de Russie et au Code des infractions administratives russe. Les innovations et les modifications principales effectuées aux actes normatifs relatifs au régime de contrat dans le domaine de la passation des marchés publics et privés sont décrites.
Эта хроника посвящена актуальным изменениям административно-правового регулирования государственного антимонопольного контроля в России, а также государственных и корпоративных закупок в 2016 г. В области конкуренции проанализированы изменения в Федеральный закон «О защите конкуренции», Федеральный закон «Об основах государственного регулирования торговой деятельности в Российской Федерации», а также Кодекс Российской Федерации об административных правонарушениях. Рассмотрены основные новации и изменения в нормативные правовые акты, регулирующие контрактную систему в сфере закупок, корпоративные закупки.
