This chronicle aims at analysing some aspects concerning the preoccupations of the Government and the Romanian administration in 2008 in the following areas: legislation, public administration and transfer of competences, local elections. Defining the legislative aspects regarding the improvement of national legislation with a view to ensure the legislative framework necessary for activities in all areas, or revising and adapting it to the European developments and specific requirements and the on-going implementation of the European Community legislation into the Romanian legislation constitute the first part of the chronicle. The qualitative and quantitative aspects of the developments of the legislative and institutional reform are presented in the context of recognising the fact that administration and Government are defined by a multi-dimensional complexity. Multi-dimensionality is related, on the one hand, to the infinity of topics concerning the Government, and on the other hand to administration, subject to the traditional model, found in some States in Europe, with hierarchical structure of the public administration systems, where the levels distribute power and functions among them, according to the criteria of operation. The realities of the Romanian public administration are presented in the second part of the chronicle. The chronicle concludes that the legislative and institutional change and adjustment to the European specific requirements and conditions of Western market economy are necessary and actual for the European States in the context of the integration processes in the Community structures.
