This national report deals with the problem of solidarity in the field of protection of transboundary watercourses, that is an issue of high importance for Lithuania as the whole country lies in the catchment areas of the river basins having an international status. Subsequently, many international agreements are concluded between Lithuania and the neighboring countries in the area of protection of transboundary watercourse. Notwithstanding the fact that none of these agreements explicitly makes a reference to the principle of solidarity, it is considered that the initiation, conclusion and implementation of such international agreements (inter alia, the measures determined in these agreements, such as joint monitoring, exchange of information, establishment of joint bodies, consultations, joint assessment, development of effective techniques for the prevention, control and reduction of transboundary impact, etc.), explicitly express the concept of solidarity. The principles of co-operation in good faith and good neighborly relations, sustainable development, intergenerational equity in the promotion of solidarity as regards transboundary watercourses are analyzed, too.
Ce rapport national traite le problème de la solidarité dans le cadre de la protection des cours d'eau transfrontières, qui est une question d'une grande importance pour la Lituanie étant donné que l'intégralité du pays se trouve dans des bassins hydrographiques fluviaux ayant un statut international. Par conséquent, de nombreux accords internationaux sont conclus entre la Lituanie et les pays voisins dans le domaine de la protection des cours d'eaux transfrontières. Pourtant, malgré le fait qu'aucun de ces accords ne fait explicitement référence au principe de solidarité, il est considéré que l'introduction, la conclusion et la mise en œuvre de tels accords internationaux (entre autres, les mesures déterminées dans ces accords, comme la surveillance en commun, l'échange d'informations, la création d'organes communs, les consultations, l'évaluation conjointe, le développement de techniques efficaces pour la prévention, le contrôle et la réduction de l'impact transfrontière, etc.) expriment explicitement le concept de la solidarité. Les principes de la coopération dans un contexte de bonne foi, de bon voisinage, de développement durable, d'équité intergénérationnelle dans la promotion de la solidarité en ce qui concerne les cours d'eau transfrontières sont également analysés.
