This paper aims to very briefly respond to some questions about the process of solidarity and negotiation between states linked by common (successive or contiguous) watercourses. The rules established between such states about the usage of watercourses, the need of going further and deepening their mutual relations every time a relevant change comes up on each of the national sides, or, at the end, the creation of integrated schemes for the management of the waters in order to prevent harmful situations or guarantee conditions of security in the environment, are some of the main aspects which are of our concern in this paper. Concerning the specific case of Portugal, the questions referred to receive their primary regulation under the Convention signed with Spain in 1998, regarding the usage of four transboundary rivers.
Ce rapport vise à répondre brièvement à certaines questions concernant le processus de solidarité et de négociation entre les Etats reliés par des cours d'eau communs (successifs ou contigus). Les normes établies entre ces Etats sur l'utilisation des cours d'eau, le besoin d'aller plus loin et d'approfondir leurs relations mutuelles chaque fois qu'un changement intervient de chacun des côtés nationaux, ou, enfin, la création de projets intégrés en vue de la gestion des eaux afin de prévenir des situations dommageables ou de garantir des conditions de sécurité pour l'environnement, sont quelques-uns des nombreux aspects qui nous occupent dans ce rapport. Concernant le cas spécifique du Portugal, ces questions sont réglées au premier chef par la Convention signée avec l'Espagne en 1998 relative à l'utilisation de quatre rivières transfrontalières.
