Citizenship, undoubtedly, has known several periods. That of Athens, inherited from the Greek cities, that of Rome, especially during the Empire, with the signifi¬cant transformation in the quality of citizenship which went as far as removing all influence of the citizens on power, that of the American and French Revolutions influenced by idealized memories of (the spirit of) Antiquity. From that period citizenship grew in the soil of the Nation-States which often distinguishing be¬tween active minorities and passive majorities. Colonisation, an imperious obliga¬tion which the great European powers of the time felt compelled to undertake, opened new territories and a sort of laboratory for the notion of citizenship, incom¬plete and granted sparingly by the colonial powers. This period is over and the construction of Europe offers perspectives that the European countries must un¬ceasingly explore, together with the challenge raised by the entry of new States into the Union.
La citoyenneté a sans aucun doute plusieurs âges. Celui d'Athènes, légué par les cités grecques; celui de Rome, et avec l'Empire la mutation très grande de la qua¬lité de citoyen, jusqu'à la priver de toute influence sur le pouvoir; celui des révolu¬tions, américaine, française, de la fin du XVIII° siècle, tout habité des souvenirs relus et magnifiés de l'Antiquité.La citoyenneté se construit à partir de cette épo¬que dans le terreau des Etats-Nations, qui distinguent souvent minorité active et majorité passive. La colonisation, obligation impérieuse que croient devoir se fixer les grandes puissances européennes du moment, ouvrent de nouveaux territoires, et une sorte de laboratoire, à la notion de citoyenneté, partielle, incomplète, mesurée chichement par la puissance coloniale. Ce temps est révolu, et la construction de l'Europe offre des perspectives que la citoyenneté européenne se doit d'explorer tous les jours, comme les défis que lui posent les élargissements successifs de l'Union.
