The legislative process is one of the most crucial political processes of the country. The state Constitution should guarantee the opportunity to conduct the legislative process independently. This is where the main essence of the principle of the separation of powers is revealed. The legislative process should meet the needs of society and comply with existing state challenges. The legal system plays an essential role in building a democratic and developed state. Therefore, the process of creating laws should be flexible, effective and result-oriented. In Georgia, the main player of this process is Georgian Parliament and its main constitutional mandate is to perform law-making activities. This chronicle fully describes the law-making process of the Parliament of Georgia. It deals with each step of the legislative process starting from the legislative initiative and ending with the promulgation of draft laws and describes the rights and obligations of the parties involved in this constitutional process.
Le processus législatif est l'un des processus politiques les plus importants du pays. La Constitution doit garantir la possibilité de mener le processus législatif de manière indépendante. C'est là que le sens profond du principe de la séparation des pouvoirs se révèle. Le processus législatif doit répondre aux besoins de la société et respecter les défis actuels. Le système juridique joue un rôle essentiel dans la construction d'un Etat démocratique et développé. De plus, le processus de création des lois doit être flexible, efficace et soucieux du résultat. En Géorgie, le principal acteur dans ce processus est le Parlement géorgien et son principal mandat constitutionnel est de légiférer.
