L’unité européenne face à ses racines constitutionnelles

“European Unity in front of its Constitutional Roots”: This was the title of the Workshop organized by the EPLO in Legraina in September 2019. This was the opportunity to specify the scope of the reflection, “The Responsibility of the Executive Power in Europe” being revealed as a unifying theme in the eyes of all participants. The question of the responsibility of the Executive and of its link with democracy is indeed at the heart of contemporary institutional concerns. It is moreover of a twofold historical interest because of its place in the States’ constitutional history and this of the European construction. Lastly, it allows for a genuine multidisciplinary approach combining law, history and political science. On this basis, this text presents the outlines of a project of European scale which the EPLO Workshop has enabled to take shape.
“L’unité européenne face à ses racines constitutionnelles”: tel était le titre de l’Atelier EPLO organisé à Legraina en septembre 2019. Celui-ci a été l’occasion de préciser le périmètre de la réflexion, “La responsabilité du pouvoir exécutif en Europe” se révélant être un thème fédérateur aux yeux de l’ensemble des participants. La question de la responsabilité de l’exécutif et de son lien avec la démocratie est en effet au cœur des préoccupations institutionnelles contemporaines. Elle présente en outre un double intérêt historique de par sa place dans l’histoire constitutionnelle des Etats comme dans celle de la construction européenne. Elle permet enfin une authentique approche pluridisciplinaire mêlant droit, histoire et science politique. Sur cette base, ce texte présente les grandes lignes d’un projet d’envergure européenne auquel l’Atelier EPLO a permis de prendre corps
