European Integration and Democracy - A Gradual Process, with Certain Limits

In this contribution the gradual developments regarding the integration process of the European Union (EU) and, in that connection, the democratic character of the EU decision-making are analysed, in the first instance from a historical perspective. In the light of the present state of play in both fields, conclusions are drawn as to the perspectives of further integration in Europe as well as the degree of democracy, efficiency and effectiveness of the EU decision-making process. In this context, the perspectives of further cooperation in smaller groups of Member States, therefore models of differentiated cooperation, are also discussed as well as a proposal to simplify the treaty amendment procedure.
Cette contribution analyse les développements progressifs concernant le processus d’intégration de l’Union européenne (UE) et, à cet égard, le caractère démocratique de la prise de décision dans l’UE, d’abord dans une perspective historique. A la lumière de la situation actuelle dans les deux domaines, elle tire des conclusions concernant les perspectives d’intégration accrue en Europe et le niveau de démocratie, d’efficience et d’efficacité du processus de prise de décision dans l’UE. Dans ce cadre, elle discute les perspectives d’une coopération accrue au sein de groupes plus restreints d’Etats membres, modèles d’une coopération différenciée, et fait une proposition visant à simplifier la procédure d’amendement des traités.
