In 2012 the German Constitution was amended in order to introduce a procedure before the Federal Constitutional Court for associations which are not recognised as parties and, therefore, excluded from presenting candidates for national elections. The Constitutional Court announced important decisions on the protection of human rights. They concerned the access of security authorities to telephone data, the duty to give a price indication for call-by-call connections, the right of judicial authorities to give instructions to notaries, the exclusion of non-EU citizens from social benefits, the amount of basic cash benefits for asylum seekers and finally the remuneration of professors. The field of state organisation was covered by decisions on the election procedure of the Constitutional Court judges, the electoral law for the national parliament and three cases on several aspects of the participation rights of the parliament concerning measures to stabilise the European financial markets.
En 2012, la Constitution allemande a été amendée afin d'introduire une procédure devant la Cour constitutionnelle fédérale pour les associations qui ne sont pas reconnues comme partis et ne peuvent donc pas présenter de candidats aux élections nationales. La Cour constitutionnelle a rendu des arrêts importants en matière de protection des droits de l'homme. Ils concernent l'accès des autorités responsables de la sécurité aux données téléphoniques, l'obligation de donner une indication de prix pour les connexions appel par appel, le droit des autorités judiciaires de donner des instructions aux notaires, l'exclusion des citoyens non-ressortissants de l'Union européenne des prestations sociales, le montant des prestations de base en espèces pour les demandeurs d'asile et, enfin, la rémunération des professeurs. Le domaine de l'organisation étatique a été couvert par des arrêts relatifs à la procédure d'élection des juges de la Cour constitutionnelle, à la loi électorale pour le Parlement national et à trois affaires relatives à certains aspects des droits de participation du Parlement concernant des mesures destinées à stabiliser les marchés financiers européens.
Im Jahr 2012 wurde das Grundgesetz um ein neues verfassungsgerichtliches Beschwerdeverfahren für Parteien ergänzt, deren Listen bei der Bundestagswahl nicht zugelassen werden. Wichtige Entscheidungen des Bundesverfassungsgerichts betrafen zum einen den Grundrechtsschutz bei der Weitergabe von Telefondaten an Sicherheitsbehörden, der Preisansagepflicht bei Call-by-Call-Gesprächen, dem Weisungsrecht gegenüber Notaren, dem Ausschluss von Nicht-EU-Bürgern bei Sozialleistungen, den Sozialleistungen für Asylbewerber und der Professorenbesoldung. Im Bereich des Staatsorganisationsrechts entschied das Bundesverfassungsgericht zum anderen über das Wahlverfahren für Richter des Bundesverfassungsgerichts, das Bundestagswahlrecht und die Beteiligungsrechte des Bundestages bei der Durchführung und Weiterentwicklung der europäischen Finanzmarktstabilisierungsmaßnahmen.
