In the first part, the chronicle looks at two constitutional amendments passed by the parliament in 2023, that allowed the parliament to call for early parliamentary election and introduced the right to pay in cash for the purchase of goods and services. The second part analyzes the constitutional impact of a successful no confidence vote in parliament in December 2022, that forced the President to appoint a “temporary” cabinet with limited powers under her control.
Dans la première partie, la chronique examine deux amendements constitutionnels adoptés par le parlement en 2023, qui ont permis au parlement de convoquer des élections législatives anticipées et ont introduit le droit de payer en espèces l’achat de biens et de services. La deuxième partie analyse l’impact constitutionnel du vote de défiance réussi au parlement en décembre 2022, qui a forcé la présidente à nommer un cabinet “temporaire” avec des pouvoirs limités, sous le contrôle de la présidente.
