The City-Dimension in the Climate Change Transition

Although climate change is an indisputable reality to be faced, finding the right path for a non-drastic, moderate management of the ecological transition is still very perplexing and heavily-debated. Therefore, in order to find a better balance in the relationship between human beings and nature, lawmakers could play a key role. From this perspective, the paper critically analyzes the recent European Mission for climate-neutral smart cities transition titled “100 Climate-Neutral and Smart Cities by 2030” for the sake of reflecting on the consequences of the Mission’s approach, as well as the integration between local and national planning.
Bien que le changement climatique soit une réalité indiscutable à laquelle il faut faire face, trouver la bonne voie pour une gestion non drastique et modérée de la transition écologique reste un problème embarrassant et fait l’objet de nombreux débats. Par conséquent, les législateurs pourraient jouer un rôle clé dans la tentative de trouver un meilleur équilibre dans la relation entre les êtres humains et la nature. Dans cette perspective, l’article présente une analyse critique de la récente Mission européenne pour la transition vers des villes intelligentes et climatiquement neutres, intitulée “100 villes intelligentes et neutres en carbone d’ici 2030”, afin de réfléchir aux conséquences de l’approche de la Mission, ainsi qu’à l’intégration entre la planification locale et nationale.
