The Conference of the Chairs of Administrative Law and Procedure, organized in September 2016, was an important event in the scientific life of the representatives of administrative doctrine. The theme of the Conference was the axiology of administrative law and covered its theoretical, legal and philosophical aspects. Special emphasis was placed on the constitutional values and the Constitution of the Republic of Poland which is a value itself. The year 2016 has seen some significant amendments in law, which have a great impact on the exercise of the citizens’ rights and freedoms. The law on education, the law on assemblies and the law on decommunization were presented as examples of the new regulations. Within the framework of the examination of the jurisprudence, the important decision of the High Administrative Court concerning the consequences of the situation when the authority of the territorial community appears also as a representative of this community and as the body deciding on the case in which this community has a legal interest, was presented.
Le Colloque des Chaires de Droit Administratif et de Procédure Administrative, organisé en septembre 2016, fut un important évènement dans la vie scientifique des représentants de la doctrine du droit administratif. La thématique du Colloque concernait l’axiologie du droit administratif et couvrait ses aspects théoriques, juridiques et philosophiques. Un très fort accent a été mis sur les valeurs constitutionnelles et la Constitution de la République de Pologne qui constitue une valeur en soi. L’année 2016 a vu quelques importantes modifications dans la loi qui ont une grande influence sur la réalisation des droits et des libertés des citoyens. Comme exemples des nouvelles régulations ont été présentées la loi sur l’éducation, la loi sur les rassemblements et la loi sur la décommunisation. Dans le cadre de la revue de la jurisprudence on a présenté l’importante décision de la Haute Cour Administrative concernant les conséquences de la situation où l’organe de la collectivité territoriale apparaît également en tant que représentant de cette collectivité et en tant que l’organe décidant dans l’affaire dans laquelle cette collectivité a un intérêt juridique.
