This year’s administrative law chronicle provides an overview of the amendments Decree-Law 10/2024 has introduced to the urban planning licencing in Portugal, focusing on the elimination of the need to obtain urban planning licences; tacit approval of licencing applications; the simplification of the licencing procedure; and the standardisation of the rules applicable to urban licencing procedures in all municipalities. It also provides an overview of the amendments introduced by Decree-Law 43-A/2024 in the functioning and organisation of the direct administration of the State, focusing on the networking model of functioning, the creation of common or shared support structures, the specialisation of services, and integrated information systems.

La chronique de droit administratif de cette année donne un aperçu des modifications apportées par le décret-loi 10/2024 à l’octroi de licences d’urbanisme au Portugal, en mettant l’accent sur l’élimination de la nécessité d’obtenir des licences d’urbanisme, l’approbation tacite des demandes de licences, la simplification de la procédure d’octroi de licences et la normalisation des règles applicables aux procédures d’octroi de licences d’urbanisme dans toutes les municipalités. Elle donne également un aperçu des modifications introduites par le décret-loi 43-A/2024 dans le fonctionnement et l’organisation de l’administration directe de l’État, en mettant l’accent sur le modèle de fonctionnement en réseau, la création de structures d’appui communes ou partagées, la spécialisation des services et les systèmes d’information intégrés.
