María Cobo is a Summa Cum Laude Lawyer and Ph.D. Candidate in Law at Universidad Andina Simón Bolívar (Ecuador). She teaches Administrative Law and Public Procurement at the postgraduate level and has served as legal adviser to senior governmental authorities, contributing to strategic decision-making and the design of complex contractual and regulatory frameworks.

Her research focuses on Administrative Law, Public Procurement, Innovation in Public Management, and Integrity in Governance, approached from a human-rights and good-administration perspective. She is currently working on the intersection between public accountability and innovation-oriented procurement, exploring new approaches to State responsibility and institutional transformation.

Her recent academic contributions include Innovation Public Procurement: Legal Frameworks, Contractual Innovations and International Comparative Experiences (Latin American Public Law Review, 2025), as well as studies and papers presented in international forums such as the Symposium “Quito: the Phoenix of Transparent Public Management” and the International Administrative Law Conferences organized by Universidad Andina Simón Bolívar. These works expand upon her ongoing research on integrity, transparency, and innovation in Latin American public governance.
