Professor of Law at Universidad Andina Simón Bolívar, Sede Ecuador.

Professor and researcher with expertise in administrative law, public procurement, human rights and research methodology in public law, Parra Cortés holds a Ph.D. and an LL.M. in Advanced Studies in Human Rights from Universidad Carlos III de Madrid. She also earned a master’s degree in law (with a specialization in Constitutional Law) from Universidad Andina Simón Bolívar, Sede Ecuador, and a postgraduate diploma in Negotiation, Conciliation, and Arbitration from Universidad del Rosario, Bogotá.

Her research focuses on public law, constitutional review, and the enforceability of rights, with special attention to public procurement, administrative law.

Her most recent articles and research projects include Accesibilidad e interseccionalidad en el derecho a la buena Administración pública. (2024); Animales. De bienes objeto de regulación a sujetos de derechos. En Régimen administrativo de los Bienes (2025 ed. by Jaime Rodríguez-Arana, Carlos Delpiazzo, Luis Ortiz Zamora, y María del Carmen Rodríguez Martín-Retortillo), and Green Precarity, developed in collaboration with the Universities of Glasgow, Rosario, and DARN. Among her notable books are Exigibilidad y justiciabilidad de los derechos económicos, sociales y culturales, and Valores fundantes de los Derechos Económicos, Sociales y Culturales.
