
George Katrougalos is Professor of Public Law at Democritus University of Thrace and the United Nations Independent Expert on the promotion of a democratic and equitable international order.
He is also Vice-President of the International Association of Constitutional Law. A former Foreign Minister of Greece (2019), he has held several key government positions, including Minister of Labour and Social Solidarity (2015–2016), Minister for European Affairs (2016–2018), and Minister of Administrative Reform (2015). He was a Member of the European Parliament (2014–2015) and served in the Hellenic Parliament from 2015 to 2023. At the Parliamentary Assembly of the Council of Europe (PACE) he chaired the Unified Left Parliamentary Group (2021–2023) and the Subcommittee on the Middle East and the Arab World (2020–2022). Professor Katrougalos has published extensively on comparative constitutional law, globalization, and social rights.
He has lectured widely as a visiting professor or invited speaker at institutions including Harvard, New York University, Columbia, Oxford, Thinghua, Peking, Renmin, Humboldt, the London School of Economics, University College Dublin, Tilburg, UNAM (Mexico), and the Law School of New Delhi, among others.
