This article presents the current state of public administration in Georgia within the framework of legislation, practice, ongoing reforms and demonstrates the role of the modern model of Civil Service as an essential element for establishing a democratic state and good governance. Creation of an effective and efficient civil service is still on the political agenda for the Government of Georgia. Good governance requires respecting the principles of a good administration: the rule of law, non-discrimination, equal treatment, proportionality, consistency, objectivity and impartiality. The public administration's mission is to provide better information to citizens, ensure transparency as well as to strengthen and extent the engagement and participation of civil society in decision-making. In Georgia, the Civil Service reform is expected to result in the further development of a legal and institutional environment that is free of favoritism, unethical behavior and corruption. A well-organized and transparent civil service system will lead to society's increased level of trust in the Government. The paper describes the way towards modernization of the public administration in Georgia and gives wide analytical approaches for understanding the challenges of current reforms.
