Reflection on the Principles of European Administrative Law
in the Recently Adopted Administrative Code of Romania

This article analyzes the appearance of the Administrative Code in Romania and its regulation of the general principles applicable to public administration, which aims to synchronize the Romanian administrative culture with the values and principles of the European Union. The article first analyzes the general principles of European administrative law: trust and predictability; openness and transparency; responsibility; efficiency and effectiveness. The research then emphasizes the importance and necessity of codifying the norms of administrative law in Romania and analyzes the role of the general principles regulated by the Administrative Code in modernizing the public administration in Romania.

Cet article analyse l’apparition du Code administratif en Roumanie et sa réglementation des principes généraux applicables à l’administration publique, qui vise à synchroniser la culture administrative roumaine avec les valeurs et les principes de l’Union européenne. L’article analyse d’abord les principes généraux du droit administratif européen: confiance et prévisibilité; ouverture et transparence; responsabilité; efficience et efficacité. La recherche met ensuite l’accent sur l’importance et la nécessité de codifier les normes du droit administratif en Roumanie et analyse le rôle des principes généraux régis par le Code administratif dans la modernisation de l’administration publique en Roumanie.
