To understand the decisions adopted by the constitutional institutions, the report starts by giving a description of the economic situation of Latvia when society is faced with the global economic crisis. The main aim of this report is to describe the budget policy or consolidation policy and structural reforms in Latvia, the changes in legislation, their influence on people's lives. The report covers all complicated decisions adopted in order to face the consequences caused by the economic crisis. It also gives information about changes in the banking sector. As the individual is the main subject in every state, the report covers issues of restrictions of the basic constitutional rights, especially property rights, social rights. The influence and the role of the Constitutional Court of the Republic of Latvia in the examination of the restrictions to fundamental rights, are analysed as well.
Afin de comprendre les décisions adoptées par les institutions constitutionnelles, le rapport donne tout d'abord une description de la situation économique en Lettonie au moment où la société a été confrontée à la crise économique mondiale. Le rapport a pour objet principal de décrire la politique budgétaire ou la politique de consolidation et les réformes structurelles en Lettonie, les modifications de la législation, leur influence sur la vie des gens. Il couvre toutes les décisions complexes qui ont été prises pour apporter une solution aux effets de la crise économique. Il donne également des informations sur les changements intervenus dans le secteur bancaire. L'individu étant l'élément essentiel dans tous les pays, le rapport rend compte des problèmes de restrictions des droits constitutionnels fondamentaux, notamment les droits de propriété, les droits sociaux. Il analyse aussi l'influence et le rôle de la Cour constitutionnelle de la République lettone dans l'examen des restrictions aux droits fondamentaux.
