Public law is in a major turning point in Europe, and worldwide as well; the re­ports and discussions of these two days are indicative of that, even if one always has to watch out for detecting the real revolutions through what, simply, changes and evolves. A challenge is in any case present everywhere and almost on every­thing regarding the mission, the functions and the organisation of the State. This is upseting. Undoubtedly, a rationalisation can anyway come up. The State and the pub­lic law can become a complement and a framework of these new changes. And jurists themselves have to help to this end.

Le droit public est à un grand tournant en Europe, et aussi dans le monde ; les rap­ports et débats de ces deux journées le manifestent, même si on doit toujours prendre garde à déceler les vraies révolutions au travers de ce qui, simplement, change et évolue. Une remise en cause est en tout cas présente partout et presque sur tout ce qui touche la mission, les fonctions comme l’organisation de l’Etat. Cela dé­range. Sans doute, une remise en ordre peut tout de même en sortir. L’Etat et le droit public peuvent devenir un accompagnement et un encadrement de ces nou­velles mutations. Et les juristes doivent eux-mêmes y aider.
