SOLIDARITY, A POLITICAL ISSUE

After brief remarks on the legal, political and constitutional relevance of the concept of solidarity, the paper sets the scope of the analysis, which focuses on social protection and on redistribution of resources. The author then raises the question of the reasons for solidarity and identifies four rationales, based on the identification of the parties of the solidarity relations and of the groups within which solidarity takes place. While reasoning on these rationales, several social policies and national experiences are analyzed. The sequence of such rationales displays a gradual expansion of the scope of solidarity, from an insurance and relatively selfish model to an inclusive and altruistic logic. The final remarks are devoted to the dynamics of solidarity policies and to the role of the European Union.
Après avoir présenté des brèves remarques sur la pertinence juridique, politique et constitutionnelle du concept de solidarité, le rapport définit le champ d'application de l'analyse, qui met l'accent sur la protection sociale et la redistribution des ressources. L'auteur pose ensuite la question des raisons pour la solidarité et identifie quatre raisons, basées sur l'identification des parties des relations de solidarité ainsi que des groupes à l'intérieur desquels la solidarité a lieu. A travers le raisonnement concernant ces raisons, sont analysées plusieurs politiques sociales et expériences nationales. La séquence de ces logiques montre une expansion graduelle du champ de la solidarité, depuis un modèle d'assurances, relativement égoïste, vers une logique inclusive et altruiste. Les observations finales sont consacrées à la dynamique des politiques de solidarité et au rôle de l'Union européenne.
