This year’s chronicle covers developments in Serbian Administrative Law in 2019, which the author considers particularly relevant from the standpoint of the obligations of the Republic of Serbia on its path towards EU membership. In this context, the author reflects on the marking of the 150th anniversary of administrative dispute and administrative judiciary in Serbia. Important historical developments - documented in a collection of papers published as a result of collaboration between the Administrative Court of the Republic of Serbia and the University of Belgrade, Faculty of Law - represent a valuable point of reference against which the forthcoming reform of the administrative judiciary, envisaged by the newly adopted National Strategy for Judicial Reform for the period 2019-2024, could be assessed. The second part is focused on the reform of the strategic and legislative frameworks of the public procurement system in Serbia - another fundamental pillar of an efficient and functional public administration.
La chronique de cette année couvre les développements du droit administratif serbe en 2019, que l’auteur considère comme particulièrement pertinents du point de vue des obligations de la République de Serbie sur la voie de l’adhésion à l’UE. Dans ce contexte, l’auteur réfléchit à la commémoration du 150e anniversaire du contentieux administratif et du système judiciaire administratif en Serbie. Des développements historiques importants - consignés dans une série de documents publiés suite à une collaboration entre la Cour administrative de la République de Serbie et la Faculté de droit de l’Université de Belgrade - représentent un point de référence précieux à partir duquel pourrait être évaluée la prochaine réforme du système judiciaire administratif envisagée par la Stratégie nationale pour la réforme judiciaire récemment adoptée pour la période 2019-2024. La seconde partie est axée sur la réforme des cadres stratégiques et législatifs du système des marchés publics en Serbie - autre pilier fondamental d’une administration publique efficace et fonctionnelle.
