This chronicle discusses the developments in case law and administrative law that took place from the summer of 2014 till the summer of 2015. Paragraph 2 discusses the decentralization of the social domain and the entry into force of the Youth Act, the Social Support Act and the Participation Act. Paragraphs 3 and 4 discuss some remarkable rulings on the rule of specialty, State liability for climate change, and the definition of administrative orders. Paragraph 5 discusses the impact of EU law on Dutch administrative law, and paragraph 6 attempts to shed some light on the general direction in which Dutch administrative law is developing. Overall, Dutch administrative law seems to be moving away from its recent infatuation with efficiency towards a more balanced approach.
Cette chronique examine les développements survenus dans la jurisprudence et le droit administratifs entre l'été 2014 et l'été 2015. Le paragraphe 2 examine la décentralisation du domaine social et l'entrée en vigueur de la loi sur la jeunesse, de la loi sur l'aide sociale et de la loi sur la participation. Les paragraphes 3 et 4 examinent certaines décisions importantes concernant la règle de spécialité, la responsabilité de l'Etat pour le changement climatique et la définition des décisions administratives. Le paragraphe 5 examine l'impact du droit de l'UE sur le droit administratif néerlandais et le paragraphe 6 tente de faire la lumière sur la direction générale du développement du droit administratif néerlandais. Globalement, le droit administratif néerlandais semble abandonner son récent engouement pour l'efficacité au profit d'une approche plus équilibrée.
