The issue of extraterritoriality in relation to international sanctions raises two separate, albeit interrelated questions: whether the extraterritorial reach of sanctions is to be deemed admissible (or lawful) under international law, including international human rights law, and whether States (or international organizations) are subject to extraterritorial obligations under human rights instruments in relation to the application and effects of sanctions.

Le problème de l’extraterritorialité par rapport aux sanctions internationales soulève deux questions séparées, quoique interdépendantes: si la portée extraterritoriale des sanctions doit être jugée comme admissible (ou légale) en vertu du droit international, y compris le droit international relatif aux droits de l’homme, et si les Etats (ou organisations internationales) sont soumis à des obligations extraterritoriales en vertu des instruments des droits de l’homme par rapport à l’application et les effets des sanctions.
