EUROPE'S NEW DEAL:
A NEW VERSION OF AN EXPIRING DEAL

The article focuses on the institutional aspects of the financial crisis in Europe. It first reveals the reasons of political default, namely the conceptual issue that the Community broadly operated without democracy, the structural issue that democracy, where applicable, was deprived of politics and the technical issue that European politics lacked principles. Secondly, the paper sets out the political and social impact of the economic default on European cohesion so as to resume that the call for growth seems to counterbalance the stability obsession and monetarism concedes to a less formalistic and economy-oriented institutionalism. The final statement is that the current depression is both a disaster and an opportunity for Europe, therefore the old messianic deal of the European integration needs an afresh look within the frame of democratic legitimacy and accountability and with a relative preservation of social state.
Cet article se concentre sur les aspects institutionnels de la crise financière en Europe. Il montre tout d'abord les raisons du défaut politique, à savoir le problème conceptuel qui est que la Communauté a globalement agi sans démocratie, le problème structurel qui est que la démocratie, là où elle est applicable, était privée de politique, et le problème technique qui est que les politiques européennes ont manqué de principes. Ensuite, l'article expose l'impact politique et social du défaut économique sur la cohésion européenne, pour constater que l'appel à la croissance semble contrebalancer l'obsession de stabilité et que le monétarisme cède le pas à un institutionnalisme moins formaliste et orienté vers l'économie. La conclusion est que la dépression actuelle est à la fois un désastre et une opportunité pour l'Europe et que, par conséquent, le vieil objectif messianique d'intégration européenne nécessite un regard nouveau dans le cadre de la légitimité et de la responsabilité démocratiques tout en préservant relativement l'Etat social.
