CONCLUSIONS

After having thanked the organizers of this year's EGPL annual reunion, the speaker congratulated all the participants, rapporteurs, presidents of sessions and authors of the case studies, for the high quality of all texts and discussions. He identified the following eight focus areas of the reunion: the great interest regarding the topic (Solidarity and Public Law); its paradoxical character (solidarity conceived as a remedy to the crisis, but crisis of solidarity); the variety of the ideological foundations of solidarity; its different forms; solidarity between who?; the legally operating nature of the concept; can solidarity be global?; and finally, is solidarity good or bad? He concluded on an optimistic note: solidarity is generally positive.
Après avoir remercié les organisateurs de cette réunion annuelle du Groupe européen de droit public, l'orateur a félicité l'ensemble des participants, rapporteurs, présidents de séances et auteurs des études de cas, pour la grande qualité des textes et des discussions. Il a dégagé huit axes principaux de la réunion: le vif intérêt du sujet (la solidarité et le droit public); son caractère paradoxal (solidarité comme remède de la crise, mais crise de la solidarité); la variété des fondements idéologiques de la solidarité; ses différentes formes; la solidarité de qui avec qui?; le caractère juridiquement opératoire du concept; la solidarité peut-elle être mondiale? et enfin, est-ce que la solidarité est bonne ou mauvaise? Il a conclu sur une note optimiste: la solidarité est globalement positive.
