The key issue of constitutional development in Russia in 2011 was the State Duma elections and the following mass manifestations demanding to revise its results. These manifestations demonstrated the necessity and readiness for a more wide participation in politics. During the whole 2011, the Government was looking for adequate and effective forms of this participation, using 'the Big Government', 'People's Front' and primaries of Edinaya Rossiya at the elections and simplifying registration and participation in elections requirements for parties. The President's policy was memorable for the Russian people due to his initiative of seasonal time change, liberalization of criminal law and finalizing the negotiations on Russia's membership in the WTO. The legislator simplified the system of economic activities licensing. The Constitutional Court's practice was remarkable for the wider protection of social rights and changing the approach to the confiscation as an administrative penalty to more efficient protection of the holder of the tool of the administrative offense.
Le point clé des évolutions constitutionnelles en Russie en 2011 a été les élections à la Douma et les manifestations massives qui ont suivi pour demander la révision de leurs résultats. Ces manifestations ont démontré la nécessité d'une participation plus large à la politique et le degré de préparation de la population en ce domaine. Durant toute l'année 2011, le gouvernement a cherché quelles formes adéquates et effectives donner à cette participation, en utilisant le "Grand Gouvernement", le "Front Populaire" et les primaires d'Edinaya Rossiya aux élections et en simplifiant les conditions d'inscription et de participation aux élections pour les partis. Le président a mené une politique mémorable en prenant l'initiative du changement d'heure saisonnier, en libéralisant le droit pénal et en menant à terme les pourparlers pour l'adhésion de la Russie à l'OMC. Le législateur a simplifié le système d'autorisation des activités économiques. La jurisprudence de la Cour constitutionnelle s'est fait remarquer en accordant une protection plus large des droits sociaux et en modifiant l'approche de la confiscation en tant que peine administrative dans le sens d'une protection plus efficace du titulaire de l'instrument de l'infraction administrative.
