‘Brexit’: State of Play and Perspectives

On 29 March 2017 Prime Minister Theresa May informed the President of the European Council of the intention of the United Kingdom to withdraw from the European Union. The legal basis of the British intention to leave the EU is Article 50 of the Treaty on European Union. An agreement concerning the arrangements of the British withdrawal was reached on 25 November 2018 at the level of the European Council. Although the British Parliament rejected the ‘Brexit deal’ on 15 January 2019, the discussions about the UK departure - scheduled for 30 March 2019 - are still ongoing at the time of completion of this contribution, mid-February 2019. The report contains an overview of the main Brexit issues. More particularly the EU legal-institutional aspects with regard to the course of the negotiations, the present state of affairs as well as the future perspectives of the British departure are highlighted.

L’intention britannique de quitter l’UE est fondée juridiquement sur l’article 50 du traité sur l’Union européenne. Un accord concernant les modalités du retrait britannique a été conclu le 25 novembre 2018 au niveau du Conseil européen. Bien que le Parlement britannique ait rejeté l’accord sur le Brexit le 15 janvier 2019, les discussions sur le départ du Royaume-Uni - prévu pour le 30 mars 2019 - sont toujours en cours au moment de l’achèvement de cette contribution, à la mi-février 2019. Le rapport contient un aperçu des principaux problèmes posés par le Brexit. Plus particulièrement, les aspects juridiques et institutionnels de l’UE concernant le déroulement des négociations, l’état actuel des choses ainsi que les perspectives d’avenir du départ des Britanniques sont mis en évidence.
