Some events of great significance for the development of the science of administration in Poland were held in 2019, among which the Conference dedicated to the creator of the Poznán School of Administrative Law Academics, Professor Marian Zimmermann (1901-1969), the 20th Annual Scientific Conference of the Association for the Education of the Public Administration “Models and principles of functioning of the contemporary public administration” and the 10th annual Conference of Administrative Law Academics of the University of Wrocław and the Jagellonian University dedicated to the order of public administration – a concept created by Franciszek Longchamps (1912-1969). On 12 December 2019 the High Administrative Court ruled in its decision II OPS 1/19 that the provisions of the laws on the civil status documents and private international law, do not allow in Poland the transcription of a foreign birth certificate in which two people of the same sex are listed as parents. The transcription of a foreign civil status document consists in a faithful and literal transfer of its content into the Polish register of civil status.
Quelques événements de grande importance pour le développement de la science de l’administration en Pologne se sont tenus en 2019, dont la conférénce dédiée au créateur de l’école des administrativistes de Poznań, professeur Marian Zimmermann (1901-1969), la XXe Conférence Scientifique Annuelle de l’Association pour l’Education de l’Administration Publique “Modèles et principes de fonctionnement de l’administration publique contemporaine” et la Xe Conférence annuelle des Administrativistes de l’Université de Wrocław et de l’Université Jagellonne consacrée à l’ordre de l’administration publique – conception créée par Franciszek Longchamps (1912-1969). Le 12 décembre 2019 la Haute Cour administrative a décidé par son arrêt II OPS 1/19 que les dispositions des lois relatives aux actes d’état civil et au droit international privé, n’admettent pas en Pologne la transcription d’un acte de naissance étranger dans lequel deux personnes de même sexe sont inscrites comme parents. La transcription d’un document d’état civil étranger consiste dans un report fidèle et littéral de son contenu dans le registre polonais d’état civil.
