Free Access Publication “Seven Steps for Comprehending the European Union”, Edition II, by EPLO South Caucasus (bi-lingual)

The second edition of the “Seven Steps for Comprehending the European Union” was released in 2024 in response to the major changes in EU policies toward its eastern neighborhood since 2022. The brutal war in Ukraine waged by the Russian Federation fundamentally changed the EU policy towards its South-Eastern neighborhood. Therefore, it became necessary to update the publication and introduce significant changes to certain parts. 

The new edition of the publication offers fundamental knowledge about the European Union, which, as the authors believe, is imperative for comprehending the EU as a unique international player and its institutional and legislative setup, decision-making toolbox, as well as also understanding the EU accession process specificities, etc. The second edition discusses EU enlargement and the EU accession in the prism of the new wave of 2022 and against the background of the EU candidate status of Ukraine, Moldova, and Georgia.

The title of this publication has been chosen quite carefully. The authors intentionally chose the word “comprehend” instead of “study” or “learn.” They believe, and their belief rests on their relevant professional and practical experience, that without a fundamental comprehension of the European Union, one will not be able to learn much about the EU and its policies, as well as the legal and institutional specificities of the Union.

To this end, the publication attempts to channel the EU-related information in an easy-to-comprehend manner without overwhelming readers with historical and administrative details. Such an approach makes the reading equally user-friendly for professional purposes and for an ordinary reader who is interested in comprehending the specificities of the Union.

The publication is bilingual and each chapter consists of Georgian and English language texts. The English part will make readers familiar with EU terminology which, in turn, will simplify a further exploring of EU official documents. The English texts might also be helpful for readers from other EPLO member states, first and foremost, EU eastern partner-participant countries (Ukraine, Moldova, Armenia, and Azerbaijan are also EPLO members).

The authors hope that the publication will be intensively used by the Georgian civil sector for upgrading their EU-related competence, facilitating an improved public dialogue about the European Union while giving stimulus to students of higher educational institutions to engage in research of various EU topics alongside encouraging interested readers to deepen their knowledge in specific sides of the EU.

The publication has already become a primary source for organizing capacity-building, qualification enhancement, and educational research projects by the EPLO Regional Branch of the South Caucasus.
